The School Education & Literacy Department (Government of Sindh) has outsourced the operation and management of selected government schools to private sector Education Management Organizations (EMOs) under a public-private arrangement.

In the fourth phase of this intervention under the cluster based approach, The Citizens Foundation (TCF) has been handed over nine (09) government schools in Qamber Shahdadkot and ten (10) government schools in Dadu.

This intervention has the overall objective of improving the quality of governance and accountability in the education sector by strengthening the school-level systems, planning, and implementation, in order to improve student learning, achievement, and health. As the Independent Expert jointly appointed by TCF and the Government of Sindh, AASA Consulting is tasked with monitoring the performance of TCF at these schools, tracking the progress made against each KPI, and facilitating all parties to ensure the success of the intervention.

AASA Consulting’s scope of work for this study includes (a) reviewing, reporting and certifying all activities associated with the fulfilment of KPIs to the Government of Sindh, TCF and the Independent Auditor; (b) facilitating TCF in the development of Annual Management Plans; (c) supporting TCF and the Government of Sindh in designing of the reporting and other Monitoring, Evaluation and Reporting (MER) tools; (d) reviewing and approving the employment criteria for staff to be hired for the project; (e) reviewing and approving the parameters for the Training Needs Assessment (TNA) of the staff; and (f) submitting report to the all relevant parties on the progress of KPIs. This is a five-year year assignment, further renewable for an additional five years.
